About the procedure

BG-RRP-4.036 - C13.I2 Increase of existing measure: National Renewable Energy Storage Infrastructure (RESTORE)

Open for project submissions until 19.11.2025.

Total budget: 230,787,940 BGN

The electricity storage facilities must be put into operation by 31.07.2026.

Eligible candidates

1. Be traders within the meaning of the Commercial Act or be non-profit legal entities or be an equivalent person registered in a member state of the European Economic Area.

2. Have duly registered the information about their beneficial owners, in accordance with the Law on the Protection of Personal Information.

3. To provide, at the application stage , a bank guarantee for participation in the amount of 3% of the grant for which they are applying.

4. To have , independently or through their shareholders, equity capital of:

  • BGN 6 million for project proposals for batteries with planned capacity >= 20 MWh and <= 50 MWh;

  • BGN 10 million for project proposals for batteries with planned capacity > 50 MWh.

5. Have engaged a technical manager (individual or legal entity) who has worked on a similar project, as follows:

  • A project with at least 10 MW of installed capacity of an electricity generation site or storage facility connected to medium or high voltage networks, for project proposals with an installed capacity of the electricity storage facility from 10 MW to 20 MW.

  • A project with at least 20 MW of installed capacity of an electricity generation site or storage facility connected to high voltage networks, for project proposals with an installed capacity of the electricity storage facility above 20 MW.

6. To build and commission "new usable energy storage capacity" as follows:

  • the works in relation to the electricity storage facility must not have commenced on the date of submission of the investment proposal

or

  • may have commenced on or after June 25, 2024, but the electricity storage facility must not have been put into operation by the date of submission of the investment proposal.

7. Have achieved the following stage of readiness at the time of application submission:

  • a valid preliminary connection contract or a valid connection contract with the relevant operator.

  • signed order contract or other document evidencing the order of the CCEE equipment, including a suitable high/medium voltage transformer.

  • Financing provided for the implementation of the investment.

8. To envisage the construction of an electrical energy storage facility with the following technical characteristics:

  • guaranteed (useful) capacity for a storage duration of at least 2 hours (C-Rate to be maximum C/2);

  • nominal alternating current power (AC power) of at least 10 MW;

  • to meet parameters for providing reserves for primary frequency control and/or automatic secondary frequency control and exchange capacities.

9. Upon conclusion of a financing contract, applicants will be required to submit a bank guarantee for good performance in the amount of 10% of the approved grant.

Amount of funding

Maximum amount of financing for one enterprise (for one or several projects):

  • up to 49,599,722 leva

  • up to 156,466 leva (excluding VAT) for 1 MWh of usable energy capacity

  • up to 317 MWh

Maximum funding intensity up to 50% of eligible costs.

Example: At a price of 312,932 leva for 1 MWh, you will be reimbursed 50% (156,466 leva) of the investment.

Maximum project size 317 MWh.

Eligible costs

1. Expenses for the acquisition of fixed assets (FIXED).

2. Expenses for acquisition of long-term intangible assets (LTAs).

3. Costs for construction and installation works (C&I).

4. Costs for engineering and technical services in connection with the design.

5. Costs for construction of connection facilities and connection to the electricity transmission/distribution network (provided that they have a direct optical connection to the telecommunications network of ESO EAD, respectively - SCADA/EMS of ESO EAD) network.

6. Administrative costs for state and municipal fees in connection with registration, licensing and permit regimes.

*The total cost of expenses under items 4 and 6 cannot exceed 10% of the project value.
