Безвъзмездната финансова помощ за локалните съоръжения за съхранение (ЛСС) на електрическа енергия към комбиниран проект по две процедури:

Процедура 1: BG-RRP-4.032 „Подкрепа на нови мощности за производство на електроенергия от ВЕИ и съхранение на електроенергия с инсталирана мощност от 200 kW до 2 MW“.

или

Процедура 2: BG-RRP-4.033 „Подкрепа на нови мощности за производство на електроенергия от ВЕИ и съхранение на електроенергия с инсталирана мощност над 200 kW“.

Общ бюджет:

Процедура 1: 107 570 650 лева

Процедура 2: 427 544 438 лева

Максимален срок за изпълнение на проекти: до 31 март 2026 г.

Финансират се ЛСС за изграждането на нови мощности, при които:

• работата все още не е започнала преди подаването на проектното предложение или

• работата по компонента за производство на електрическа енергия от ВИ е започнала след 12.02.2021 г., но не е въведен в експлоатация преди 01.01.2023 г. и работата по компонента за ЛСС не е започнала преди подаването на проектното предложение или

• разширяване или реконструкция на енергийни обекти за производство на електрическа енергия от ВИ в експлоатация с увеличаване на съществуващата инсталирана мощност. Финансират се ЛСС само за новите мощности.

1. They must be merchants within the meaning of the Commerce Act.

2. To provide, at the application stage , a bank guarantee for participation in the amount of 3% of the grant for which they are applying.

3. Have , independently or through their shareholders, equity capital of:

• 1 million leva for combined projects with a renewable energy production component with a planned capacity of up to 5 MW.

• 4 million leva for combined projects with a renewable energy production component with a planned capacity of up to 20 MW.

• 6 million for combined projects with a renewable energy production component with a planned capacity of over 20 MW.

4. To provide, at the stage of concluding a contract, a bank guarantee for good performance in the amount of 10% of the approved grant.

5. Have engaged a technical manager (natural or legal person) of the combined project who has worked on a similar project, as follows:

• projects with at least 2 MW installed capacity per site for the production of electricity from renewable energy sources, connected to medium voltage networks, for project proposals with an installed capacity of the renewable energy component up to 5 MW.

• projects with at least 5 MW installed capacity per site for the production of electricity from renewable energy sources, connected to medium or high voltage networks, for project proposals with an installed capacity of the renewable energy component: from 5 MW to 20 MW.

• projects with at least 20 MW of installed capacity at a site for the production of electricity from renewable sources, connected to high-voltage networks, for project proposals with an installed capacity of the renewable component over 20 MW.

6. Have achieved the following stage of project readiness:

• a decision or opinion of the competent environmental authority that has entered into force or

• a valid statement of accession or a valid preliminary agreement or

• a valid connection contract with the relevant network operator.

9. To provide for the installation of LSS of the combined project with the following features:

• from 30% to 50% of the installed capacity of the generation component of the combined project (mW).

• to charge at least 75% of the LSS storage capacity with electricity from the directly connected energy facility for the production of electricity from renewable sources on an annual basis.

• LSS must have a guaranteed (useful) capacity for a duration of at least 2 hours (defined as the ratio of the guaranteed capacity of the LSS, in MWh, to its maximum charging/discharging power in MW, C-Rate must be a maximum of C/2).

Procedure 1: up to 50% of eligible costs, but not more than BGN 1,075,706 (excluding VAT) per 1 MW of installed capacity of LSS.

Procedure 2: up to 50% of eligible costs, but not more than 743,215 BGN (excluding VAT) per 1 MW of installed capacity of LSS.

(Example: At a cost of 2,151,412 BGN excluding VAT for 1 mW of LSS, 1,075,706 BGN are financed)

*Local storage facilities should have a capacity of 30% to 50% of the installed capacity of the generation component of the combined project (mW).

Maximum amount of aid:

Procedure 1: up to 35,854,000 leva.

Procedure 2: up to 58,674,900 leva.

1. Expenses for the acquisition of fixed assets (FIXED).

2. Expenses for acquisition of long-term intangible assets (LTAs).

3. Costs for construction and installation works (C&I).

4. Costs for engineering and technical services.

5. Costs for the facilities for connecting the LSS to the facilities of the site being constructed under the combined project.

6. Administrative costs for state and municipal fees in connection with registration and permit regimes.
